  • Brand strategy includes personality (ease of use, a better government experience, or service quality), imagery and the message 
  • First stage: This stage is the creation of an initial web presence. Set a foundation for building future projects and implementations. Putting government forms on the site. 
  • Second stage: Create centralized planning of the portal brand, communicating the goals of the administration through the government's portal. Create a common look and feel for the organization.
