Feasibility
study Reports (FSRs ) are used by all decision-making
levels. FSRs
document the decision process and are used to
correlate characteristics of alternative solutions to the
requirements and constraints which establish the selection
criteria for a specific feasibility study area.
Each
report documents the rationale used in the decision
process and present risk assessment and risk avoidance
considerations.
At a minimum,
each report should contain the analysis result, rationale,
description of the alternatives considered, the selection
criteria, weights, and the results of the sensitivity
analysis.
Feasibility
studies are essential elements of material acquisition,
not only in defining concepts that best meet mission
needs, but also in fine-tuning selected concepts during
the design process.
Concept
validation may not be complete at the beginning of Full
Scale Development; however, there is the expectation that
significant conceptual problems can be resolved during the
design process. In addition, reducing production risk
frequently is not a feasibility study criterion.
